Create an Nd memory allocation with storage scope.

Arguments, in order:

  • args[0]: storage_scope, The storage scope.

  • args[1]: ndim, The number of dimensions.

  • args[2]: shape, The shape.

  • args[3…]: args, trailing Expr operands.
